Family Division Transitions to ECCMIS

Judges and Registrars of the Family Division of the High Court have today concluded a week-long hands-on training exercise on the Electronic Court Case Management Information System (ECCMIS) that climaxed with the migration of the Court's system.

The Court which has been using the Court Case Administration System now moves to ECCMIS - a fully-featured system that automates & tracks all aspects of a case lifecycle from initial filing through disposition and appeal as to each individual party for any case type.

The Head of the Division, Justice John Eudes Keitirima welcomed the transition saying it is going to transform the Division.

He noted that the System will provide an opportunity to improve supervision. And that it has an audit trail where all actions and inactions are recorded and the system as well as fixing loopholes in fee payments. 

He urged the staff to support the System. "Let us give it our best and ensure that no manual papers are accepted in the Registry. Starting next week, everything must be online," he said.

Mr. Joseph Ssinabulya, the ECCMIS Project Manager, shared that the team will continue offering support to ensure all aspects of the System are fully understood and operational. "When the system is being introduced, it can be challenging, but with time, you adapt," he explained.

Mr. Ssinabulya emphasized the importance of understanding the role of each person on the System. "As a Judge, you need to know what a Registrar does. We want you to have an overview of what happens when a file is being handled," he said. 

He also added that with experience they have noticed that much of the workload on the system falls under the docket of Registrars, and that efforts are being made to automate some of their tasks to reduce the work-load. 

Last week, mediators and staff of the Division underwent training on ECCMIS to familiarize themselves with its features. This week, Mr. Ssinabulya and Ms. Flavia Chandiru, a Senior Systems Administrator, have been focusing on training Judicial officers, guiding them through system functionalities.

The training today was attended by Lady Justices; Hon. Lady Justice Celia Nagawa and Hon. Lady Justice Christine Echokit, Deputy Registrars; HW Sarah Tusiime, HW Didas Muhumuza, HW Samuel Olumo; Assistant Registrars; HW Juliet Komugisa, as well as Magistrates Grade I Research.
